Multipliers are applied for user scale, compliance (GDPR, HIPAA, SOC 2), platform (web vs native mobile), timeline urgency, and design complexity. The total is capped at 1.75× to prevent unrealistic stacking — because in practice these factors rarely all apply at maximum.
